As this wiki's only administrator, you are the only local user who can edit the protected templates प्रारूप:Charcha and प्रारूप:चर्चा. In order to make these two templates work properly on "archived" talk pages (like चर्चा:रुपें, archived to चर्चा:रुपें/Archive 1), they need to be changed in a way similar to these changes that I made to प्रारूप:Welcome.

Alternatively, you could unprotect the templates and I could change them and then protect them again when I'm finished.
I have made the changes you requested, @Dcljr, and also changed the protection level so that all autoconfirmed users can edit the templates, hence, you can make further changes as needed.
