The URLs (web address) for Konkani web pages often turn out very long. I would like to request Wikipedia to install the URL shortener for the GOM wikipedia

As I understand, you are referring to the encoded characters with % signs that appear instead of the devanagari characters. Could you confirm that?
Also, please could you provide some details of the URL shortening system you have in mind, so that we can have a look at how it would work? For example which sites have this implemented or the name of the Mediawiki extension?
In the meantime, I would like to suggest a workaround that I use: you can copy the Latin part of the URL from the browser's address bar, and the non Latin part from the bold page title. This way you can avoid the ugly % encoded links.
You can also use the English namespace names instead of Konkani (User, Category, Template, Talk, etc.) They work fine.
This is just a technical fix to take care of the long URLs generated (particularly for Devanagari pages). If not mistaken rhe Tamil wikipedia also uses this
If you agree, pls lend your support.

I support your proposal to enable a URL shortener for the Konkani WIkipedia.
I think that the extension is ShortURL
Dear Wikipedia, Would appreciate if you could install the ShortURL facility, in view of the above discussion. This is a simple change that would just make it easier for us all while sharing Konkani (specially Devanagari-script) URLs. I do not perceive that there are any contentious issues involve. Thank you!
I have created a request for this on Phabricator. It usually takes between a few days to a month to get done.
I came to know two other workarounds from other Wikipedians:
The first method, provided by Ladsgroup is to use this site to convert the %-URL-encoded link to a human-readable link: https://meyerweb.com/eric/tools/dencoder/
The second, is that you can usually get an unencoded version of the URL by only copying a part of it from the address bar (e.g. skipping the 'https' part).
The extension ShortURL has been set up on the Konkani Wikipedia. In addition, I have set up a gadget which shows the short URL as a tool tip that appear when one hovers over the gray share icon to the right of the page title. This gadget is active by default and it can be disabled in 'Preferences -> Gadgets -> Appearance -> Dhaktem URL'. If this gadget is disabled, then the short URL will be displayed as below the page title.
Thanks so much for that. Much appreciatedǃ
